Cheltenham is situated to the west of the Cotswolds Area of Outstanding Natural Beauty (AONB). In fact, the Cotswolds is Cheltenham's eastern neighbour, with Cotswold locations including Winchcombe and Shipton Oliffe less than 10 miles from Cheltenham.
So while Cheltenham is not "officially" in the Cotswolds, it's very close!
